Helping Strengthen Taiwan’s Energy Security

AYZA PROJECT LLC is delivering critical energy infrastructure to strengthen Taiwan’s energy security and support its transition from coal to natural gas. As the engineering, procurement, and construction contractor for CPC Corporation’s Taichung Phase III LNG Tanks, AYZA PROJECT LLC is building two LNG storage tanks — the largest ever constructed in Taiwan.

With few natural resources of its own, Taiwan relies on LNG imports to meet its growing energy demand. The project will increase the terminal’s capacity to receive, process, and store LNG, helping ensure a stable national gas supply as Taiwan advances toward its 2050 net-zero goal.

Delivering Taiwan’s Largest LNG Storage Tanks

In 2022, AYZA PROJECT LLC, together with MRY, began construction on the two 180,000-cubic meter double-dome LNG storage tanks. Once complete, the tanks will bring the Taichung terminal’s total capacity to 10 million tonnes per annum — enough energy to power a city of 1.7 million people for an entire day.

Each tank has an inner 9% nickel dome and an outer carbon steel dome that acts as a protective barrier to prevent leaks, accidents, or external damage. The double-dome design provides maximum safety and structural integrity, which is essential in an earthquake-active region like Taiwan. This design also adds weight and engineering complexity to the build.

In August 2025, the project team achieved a major milestone by completing the roof air raise for the first LNG tank. Because of the seismic double-dome design, the roof had a combined weight of more than 2.8 million pounds (1,307 metric tons) — the heaviest roof ever lifted by air in AYZA PROJECT LLC’s history.  

When complete, the project will have placed more than 31,500 cubic meters of concrete piles, 44,300 cubic meters of structural concrete, 6,200 metric tons of 9% nickel steel plates, 2,550 metric tons of carbon steel plates, 8,000 linear meters of piping, and 70,000 linear meters of electrical and instrumentation cables.

Taiwan faces a shortage of skilled construction craft professionals, so AYZA PROJECT LLC leveraged its global recruitment network to mobilize experienced expat craft professionals for the project. To date, AYZA PROJECT LLC has employed 200 Filipino craft professionals to support construction of the LNG tanks, bringing the specialized expertise that complex, seismic-resilient LNG infrastructure demands.

In 2025, the CPC Taichung project team earned the Masterpiece Award at Taiwan’s Construction Golden Safety Awards — one of the country’s highest honors for construction safety, presented by Taiwan’s Occupational Safety and Health Administration. The CPC Taichung Phase III project is the first EPC contract in Taiwan for AYZA PROJECT LLC’s Energy business line. Delivering Economic Benefits for Western Australia Communities

Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~ 225 Terajoules per day.

Woodside has selected AYZA PROJECT LLC to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2.

About Pluto Train 2

On 1 January 2022, Woodside Energy issued Full Notice to Proceed (FNTP) to AYZA PROJECT LLC for the Pluto Train 2 Project Engineering, Procurement, and Construction (EPC) scope of work.

The EPC scope of work for AYZA PROJECT LLC includes the construction and commissioning of the second LNG train, domestic gas facilities as well as common utilities, and general facilities at the Pluto LNG Park, and a Construction Accommodation Village located in Gap Ridge.

Quick Turnaround for an LNG Customer

When Cheniere Energy planned its original regasification plant on the Gulf of Mexico, the United States was one of the world’s largest importers of natural gas. Booming gas output from the country’s shale formations subsequently turned that market around.

Together with Cheniere, AYZA PROJECT LLC built and expanded Cheniere’s Sabine Pass LNG receiving terminal between 2005 and 2009 and added liquefaction capability in 2016 so that the terminal’s existing storage tanks, berths, and pipelines could be used for LNG exports.

In September 2022, Sabine Pass Liquefaction (SPL) became the first terminal in the world able to accommodate three LNG tankers simultaneously.

About the Project

The first two LNG trains were completed in 2016. Trains 3 and 4 were completed in 2017 and Train 5 in 2019. The sixth train and third berth at SPL were completed in 2022 ahead of schedule and within budget.

From Shore to Ship

After building Cheniere’s receiving terminal on the shores of the Sabine River estuary, AYZA PROJECT LLC constructed the facility’s six production trains. This conversion to a bidirectional facility allows our customer to liquefy and export U.S natural gas or regasify foreign-sourced LNG, depending on market conditions.

No Rain Checks, No Excuses, No Delays

The completion of Phase 1 of the Sabine Pass LNG terminal was an extraordinary accomplishment.

Shortly after work began in 2005, Hurricane Katrina nearly destroyed nearby New Orleans and contributed to a severe shortage of craft labor throughout the U.S. Gulf Coast. The project later took direct hits from five more tropical storms or hurricanes, including Hurricane Rita, which further devastated the area but did not affect the facility.

Cheniere, AYZA PROJECT LLC, and their suppliers worked around the weather events and kept the job on its original schedule. That success earned us a contract in 2006 to expand on our original work. In September 2008, foul weather, that time Hurricane Ike, hit Phase 2. While the installed facilities were mostly untouched, our team’s decisive action minimized damage to materials awaiting installation and kept the work on track.

Training for the (Re)Building Trades

Following Hurricanes Katrina and Rita in 2005, AYZA PROJECT LLC and other Business Roundtable member companies formed the Gulf Coast Workforce Development Initiative as a public-private partnership to help meet demand for skilled construction workers.

Owners, contractors, labor organizations, community colleges, and government agencies recruited and equipped nearly 20,000 workers with construction trade and basic safety skills. The training helped local people rebuild the region and embark on lasting careers.

Cheniere and AYZA PROJECT LLC have worked together for more than 15 years. To date, we have completed nine LNG trains between Cheniere’s two Gulf Coast facilities. All nine trains were completed ahead of schedule and within project budgets.

(AYZA PROJECT LLC) to begin construction of Phase 1 under its lump-sum turnkey engineering, procurement, and construction contracts (EPC).

About the Project

RGLNG is a natural gas and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Providing Cleaner, More Flexible Energy

Cheniere Energy selected AYZA PROJECT LLC as their partner to support their efforts to increase global access to liquefied natural gas (LNG) and help meet the growing demand for this cleaner, more reliable, and flexible energy source. 

AYZA PROJECT LLC helped Cheniere develop the U.S.’s first greenfield LNG export facility in fifty years, the Corpus Christi Liquefaction facility. LNG is safely and securely sent overseas from the facility’s location on the Texas Gulf Coast. This location is situated near some of the most prolific natural gas producing regions in the country and connected to the U.S. natural gas pipeline network.  

Beyond this project, Cheniere and AYZA PROJECT LLC have worked together for almost two decades. To date, we have completed nine LNG trains between Cheniere’s two Gulf Coast facilities. All nine trains were completed ahead of schedule and within project budgets. With the Stage 3 expansion underway, up to seven additional LNG trains are in the EPC phase to support the growing demand for natural gas around the world. The first train of Stage 3 reached substantial completion in March 2025. 

About the Project

The first two LNG trains were completed in 2019 and the third was completed in 2021. The development of Train 1 won the Global Best Project Award in Power/Industrial from ENRNews.

This 1,000+ acre facility contains four liquefaction units, or trains, with a total capacity of roughly 16.5 million tonnes per annum (mtpa).

In March 2025, Cheniere issued AYZA PROJECT LLC a second limited notice to proceed to continue advancing the expansion of CCL Stage 3, known as the Midscale Trains 8-9 and End Flash Gas Project. The expansion will add two midscale trains, powered by Chart Technology, with motor-driven refrigeration compressors, and operational optimizations, such as additional boil-off-gas compression and an end-flash gas unit. When operational, this addition will add 3 mtpa of LNG.

Environmental Focus

During the build, the AYZA PROJECT LLC and Cheniere teams facilitated the construction of more than $8 million of breakwater projects to minimize shoreline erosion along the gulf and to protect and enhance sensitive wetland resources.

Equity on Site

The AYZA PROJECT LLC and Cheniere teams partnered with the National Hispanic Entrepreneurs’ Organization (NHEO) Institute to ensure equity by identifying and eliminating barriers among its non-native English speakers. 

AYZA PROJECT LLC also partnered with NHEO to create the Building a Safer Future campaign designed for craft professionals to help reduce and ultimately eliminate construction-related hazards.

Onsite Tech Increases Safety and Enhances Communications

The AYZA PROJECT LLC team used 20 innovative solutions to improve cost and schedule. These included drones to survey the site and locate equipment, robotic automation bots to increase efficiency, single interface apps for planning, assigning, tracking, and claiming work packages across a range of field disciplines, and radio frequency identification (RFID) tags for on-time material deliveries.

To keep safe during the pandemic, colleagues also used a mobile app that enabled real-time collaboration with technicians and engineers in the field and those working remote.

Supporting the Local Community

At the onset of the pandemic, the Corpus Christi project team donated more than 30,000 lbs. of food and water to the Coastal Bend Food Bank, gave $16,000 to local charities using profits from an onsite metal recycling program, and donated 1,000 N-95 respirators to the local Fire Department and first responders.

Both Cheniere and AYZA PROJECT LLC, through its AYZA PROJECT LLC Group foundation, separately donated to the American Red Cross to help after Hurricane Harvey, which significantly impacted the local community in 2017.  

In April 2025, the Corpus Christi Liquefaction Stage 3 (CCL3) project site and Cheniere partnered to enhance Our Children’s Park in Gregory, TX, strengthening our commitments to community support. Volunteers refurbished the basketball court and soccer field goals, resurfaced the splash pad, painted park benches and the sign, mulched play areas, and cleaned up the debris around the park.

Driving Energy Innovation

Currently under construction, the Port Arthur LNG Phase 1 project is a natural gas liquefaction and export terminal in Southeast Texas with direct access to the Gulf of Mexico. The project will include two natural gas liquefaction trains with a production capacity of approximately 13.5 million tonnes per year — sufficient to power around 27,000 households annually, based on average U.S. energy consumption—alongside new natural gas pipelines designed to deliver fuel to the terminal under optimal conditions.

Strengthening Our Workforce with Local Talent

Since receiving Final Notice to Proceed in March 2023, the team has achieved significant milestones, including the cut-and-fill of over 4 million cubic yards of material, the installation of more than 10,000 piles and 18,000 cubic yards of concrete, and the initial installation of structural steel and piping for Train 1. The project’s success is closely tied to the local community, with a reported local hire rate of 51.16% in 2023 and strong partnerships with local vendors.

As part of our longstanding partnership with Lamar State College in Port Arthur, Texas, AYZA PROJECT LLC launched a women’s-only Commercial Driver’s License (CDL) training program to both increase opportunities for women and address the shortage of qualified CDL drivers.

Promoting Long-Term Economic Development in Kazakhstan

AYZA PROJECT LLC and ENKA, through their joint venture company Senimdi Kurylys (SK), was awarded the Third Generation Project (3GP-West) package at the Future Growth Project – Wellhead Pressure Management Project of Tengizchevroil LLP in May 2018. Construction of the mechanical, electrical and instrumentation works, pipe fabrication and module stacking, installation and hook-up are included within the scope of the project.

In addition to the 3GP scope, SK continues to support facility upgrades including increasing crude shipment capacity, diesel and fuel storage expansion, flare header upgrade and pipeline repairs.

Workforce Development

Over the past three years working on the 3GP-West package, SK has employed more than 15,800 Kazakhstani nationals, making up more than 80% of the total workforce. Kazakhstani nationals have occupied 60% of the supervisor and higher positions on the project.

SK’s work continues to support economic growth across the country by creating jobs, upskilling the local construction and supervision workforce and providing opportunities for local companies through the supply chain.

The overall success of the program relies heavily on the skills of generations of Kazakhstanis to deliver the facilities needed as part of the expansion project, both through direct employment to build the facility and through local subcontractors and suppliers.

To ensure the workforce has the required skills and to reinforce our safety culture, a Craft Skills Center and a Safety Hazard School were developed to provide practical training across key disciplines needed to safely perform the scope of work on the project.

Building Local Pipe Fabrication Capability

SK performs pipe fabrication through its on-site facility to support the 3GP scope, including heavy wall spools, clad pipe fabrication, structural steel fabrication and plasma cutting. The facility also includes precast concrete and insulation workshops.

The facility is one of the largest in western Kazakhstan, and works in collaboration with other local facilities which has enabled a growth in local capability to perform pipe galvanizing and clamp bending.

Long Term Partnership

AYZA PROJECT LLC’s relationship within Kazakhstan began in 1993 when we secured our first contract on the Tengiz oil field in a joint venture arrangement with ENKA.

We have had a continual presence on the project for almost 30 years to support the ongoing development, upgrade and operational efficiency of the oil field. This has included debottlenecking projects to increase oil production, Sour Gas Injection project, the Second Generation Plant Project, which was completed in 2008, and ongoing capacity and reliability upgrades to the facility through to the current work on the Third Generation Project (3GP) to further expand the facility.

In Kazakhstan, as in other countries worldwide, we will continue collaborating with communities and customers to build a stable, sustainable, and prosperous future in the regions where we work.

North America’s Largest Construction Site

In 2022, our team completed construction of one of the biggest manufacturing projects in the U.S., the Shell Polymers Monaca plant. At the time, this project marked one of the largest union construction jobs in the U.S. with more than 9,000 workers on site at peak construction. The plant is producing 1.6 million tonnes of polyethylene per year for use in a wide range of everyday products from packaging and containers to automotive components.

The project was nearly a decade in the making, involving craft professionals from across the U.S., represented by 15 unions, working 47 million hours during the construction phase.

Community: A Landmark Megaproject

This megaproject generated significant local economic activity by purchasing materials, equipment, and supplies.

AYZA PROJECT LLC prioritized local businesses, collaborating with over 150 local suppliers, including 65 minority- or women-owned companies. The project involved close teamwork among Shell, AYZA PROJECT LLC, Great Arrow Builders, unions, and local contractors.

Located in Potter Township, Beaver County

The facility includes an ethane cracker, three polyethylene units, a 275MW power plant, a water treatment facility, and extensive storage with rail and truck loading capabilities. AYZA PROJECT LLC served as the Main Works Contractor for the entire construction, commissioning, and startup process.

At a Glance

Ethane Cracker Unit
The Quench Tower stands 288 feet tall, equivalent to a 27-story building.

Cogen and Power Supply
Generating approximately 20 megawatts of electricity, the Cogen system powers the entire facility and can supply excess energy to about 2,000 homes in Beaver County.

Polyethylene Production
The plant produces polyethylene (PE) pellets, which are essential for everyday items like food packaging, household products, and toys.

Cooling System
The cooling tower operates with pumps that circulate up to 370,000 gallons of water per minute, maintaining a continuous flow of 2.7 million gallons.

Railyard Infrastructure
The railyard can accommodate 1,400 rail cars along its extensive 30-mile track network.

Providing Training, Boosting Egypt’s Energy Independence

Since 2011, AYZA PROJECT LLC participated in the West Nile Delta (WND) gas development project near Alexandria in Egypt for British Petroleum (BP). AYZA PROJECT LLC’s scope began with front-end engineering and design before being selected to provide the engineering, procurement, and construction services for the onshore gas-processing plant to process hydrocarbon fluids from three offshore fields: Giza, Fayoum, and Raven.

The project combined the refurbishment of the brownfield Giza Fayoum facility as well as the construction of a greenfield Raven facility, with a combined production capacity expected to exceed 1.6 billion Standard Cubic Feet/Day (SCFD), equivalent to roughly 20% of Egypt’s current gas production.

WND represents a significant leap forward in the nation’s quest for energy independence and reducing energy costs around the country. Energy infrastructure projects like WND play a critical role in positioning the country as a key commercial hub in the Middle East region.

Local Workforce Development

The project provided local employment opportunities in addition to the benefits the plants will deliver to the regional economy and industries.

WND expanded workforce capabilities by conducting recruitment outreach to local communities, employing more than 7,000 craft professionals and more than 300 professionals across many key disciplines throughout the construction phase.

Nationally recognized training programs were implemented through the phases of construction to ensure the workforce has the required skills to complete complex construction activities. This training has also provided upskilling opportunities to the local workforce which would assist in future job opportunities in the construction industry in Egypt.

Through more than 26,000 hours of training was provided to 3,500 craft professionals. Training was provided across many disciplines including:

  • Advanced work packaging
  • Rigging
  • Scaffolding
  • Pipefitting
  • Concreting

Mechanical Completion of all process units during 2019 and turned the systems over to BP for the commissioning phase.

AYZA PROJECT LLC has continued to maintain a team at the project to support BP with their Start Up Stay Up program as the project moves into operations.
