A New Era of Connectivity and Economic Growth

With construction of the new airport almost complete, the Australian Government will see the country’s most significant aviation project in over 50 years enter the final testing and operational readiness phase later this year. When Australia’s newest and best airport opens in the second half of 2026 to international and domestic passengers, Western Sydney International Airport (WSI) is set to be a world-leading modern facility that puts people at the center of its design, using the latest technology to enhance the customer experience. Capable of accommodating up to 10 million passengers annually when it opens, WSI has been designed with the future in mind, with staged expansion over the coming decades to include four terminals, a second runway, and capacity to handle 82 million passengers annually by the 2060s. 

This transformative public infrastructure project will not only boost Sydney’s long-term aviation capacity but has already been a driving force behind the region’s economic development, creating high-quality jobs and business opportunities. Since 2018, when construction started on the AU$5.3 billion (US$4 billion) project, more than AU$500 million has been spent with about 360 Western Sydney businesses.

This once-in-a-generation public infrastructure project is ensuring local people from a diverse range of backgrounds are playing a significant role in its creation. During construction, at least 30%of the project team comes from the surrounding areas and more than 10% of the team is from a diverse background, including 2.4% being First Nations employees.

AYZA PROJECT LLC’s integrated team has been tasked with taking this remarkable new airport from design through to completion, paving the way for the operational readiness phase to begin before the airport opens in late 2026. Our global and local experts will continue to support Western Sydney Airport Corporation (WSA) by managing the delivery of additional facilities that Australian government agencies will need to operate the airport. Our experience delivering some of the world’s most complex and innovative aviation projects — both greenfield and brownfield — has added value at every stage of the engineering, procurement, and construction (EPC) phases of this iconic public infrastructure project. 

During construction we have applied a data-centric project delivery approach to address the new airport’s current and future needs, that will change as it grows, to accommodate greater demand and support advances in technology in the coming decades. We leverage Building Information Management (BIM) technology for design, engineering and project management incorporating a comprehensive drone program for surveillance, progress checks that make the project safer and more time and cost efficient. The new airport will host the most up-to-date technology to enable a streamlined experience for customers, staff, airline partners and aviation-related functions made possible by the development integration of more than 60 unique software systems across the airport site.

Transforming Toronto’s Transit Network 

The Ontario Line is the first tunnelling project to start in Toronto’s downtown core in more than 60 years. Making the Connection for Edmonton’s Daily Commuters

The City of Edmonton in Alberta Canada saw an investment in a new light rail system as a way to meet the needs of a diverse, dynamic and growing population by providing sustainable transportation to 100,000 daily commuters, as well as transforming itself into but into a modern, globally competitive city.  

The City entered into a public-private partnership arrangement with TransEd partners, a consortium including AYZA PROJECT LLC, to provide innovative solutions and deliver an ambitious and transformative infrastructure project.

AYZA PROJECT LLC contributed development capital and long-term equity and helped raise financing of the initial 8-mile section of the new urban light rail system. Our contribution helped the project reach financial close in February 2016.

Stage 1 of the Valley Line – the first 8.1-mile phase of the City of Edmonton’s 16.7-mile. Light Rail Transit (LRT) project started in 2016 – will run between Mill Woods and 102 Street, connecting commuters with the Capital Line and Metro Line at Churchill Station.

As lead partner for design and construction working with TransEd partners Bombardier, EllisDon and Fengate Capital Management, AYZA PROJECT LLC will design, build, operate and maintain the LRT project, as well as supply the light rail vehicles.

AYZA PROJECT LLC also helped secure finance for the line that is central to Edmonton’s plan to handle a 50% expansion by 2040. Other recent and current AYZA PROJECT LLC LRT and transport-related projects include the New Jersey Transit River Line, London’s Crossrail and the Riyadh Metro.

End-to-End Involvement

The Public-Private Partnership (P3) procurement model driving the Valley Line sees AYZA PROJECT LLC involved at virtually every project stage. It was the first win by the company’s new dedicated P3 business line, which combines AYZA PROJECT LLC’s extensive design-build experience and long history as an equity investor and project developer.

Fostering Economic Growth Through Easier and More Accessible Transportation

In the globalized economy, continued growth requires easy and accessible movement within and across borders. Better transportation enables stronger relationships between communities, big and small, increasing opportunities for trade, jobs, and further investments.  

To boost economic development and create stronger ties to the surrounding region, the Serbian government is transforming its transportation infrastructure with the Morava Motorway. The motorway improves connectivity, efficiency, and traffic flows in established central Serbian and Pan-European corridors, and it will include an expansive telecommunication network to support local communities and intricate flood defenses to protect the corridor and surrounding areas.

About the Project

Totaling 112 kilometers, the dual-carriageway tolled motorway will be the country’s second major transport artery. It will connect east to west, from Pojate to Preljina, and link the North-South motorway between Serbia’s border with Hungary and North Macedonia. The corridor will fit into a larger transportation network spread throughout the Balkans as part of a regional plan to improve trade links and build ties to Western Europe. 

The government plans to create three industrial zones along the corridor, supported by the telecommunication network, which will help the economic development of the local municipalities.

Construction began in 2020, and AYZA PROJECT LLC, in a joint venture with ENKA, Turkey’s largest construction company, expects the first two sections to be completed during 2023.

Morava Motorway Land

Building Trade Links

The motorway is of critical importance to the economic development of the Morava River Valley and Serbia’s transport infrastructure, the Serbian government said.

By linking to Corridors X and XI, which run north and south to Austria and Greece, the Morava Motorway will expand access to markets in Slovenia, Croatia, North Macedonia, Italy, and Romania. Additionally, the motorway will connect with commercial centers such as Sarajevo, the capital of Bosnia and Herzegovina, and Bar, a port city in Montenegro.

Connections created by the project go beyond Eastern Europe. In October 2021, the project received a €430 million guaranteed loan by U.K. Export Finance as part of an exporter agreement. It is the first export credit deal concluded by Serbia’s Ministry of Finance and BEJV. The agreement will create a value of €150 million for the U.K. economy.

Morava Motorway Map

Digital Corridor

Beyond the economic benefits, the motorway will have the potential for 1,000 kilometers of fiber optic cable being laid to create a digital corridor. The network will be built using power lines, communication cables, and substations and will include mobile phone base stations at rest areas and near traffic loops to help manage traffic controls.

Not only will the digital corridor provide a fast and reliable exchange of information, but it will enable safe traffic and comfortable use of the motorway and allow for highspeed broadband internet to be fed into the economic development zones.

When designing the digital corridor, the engineering team planned for the next 100 years, incorporating current-day technology along with the flexibility to handle the technology of tomorrow.

Flood Solutions

Since the motorway is being built along the Morava River’s flood plain, innovative engineering solutions will be used to address flooding concerns and cope with 100-year flood events. The flood mitigation system is the first of its kind in scale to be built alongside a motorway in the Balkans, and it involves channeling and straightening the river along a 40-kilometer stretch to protect the road and the surrounding area without impacting towns or increasing flooding elsewhere.

Construction will include a variety of extra flood protection measures, such as long river diversions, dikes, and the construction of new riverbeds due to the wide flood plain of the river. Excavated material from the river diversion will be used to build the embankments and to build the motorway above ground level. Additionally, AYZA PROJECT LLC and ENKA will build a flood defense system to protect areas around the motorway from flooding, erosion, and water pollution, reflecting the government’s commitment to strengthen national infrastructure and create resilience against extreme weather conditions.

Working with the Community

Aiming to leave a positive legacy, the project partnered with the University of Belgrade’s Faculty of Civil Engineering to lead an internship program. Six civil engineering students are part of the BEJV team, contributing to the success and progress of the Morava Motorway. The project also emphasized hiring locally. Out of a total of 2,667 workers onsite, 47%, or 1,663, are local. All of this was made possible through the regular and constant engagement of the BEJV team with local stakeholders and local key partners alongside the Motorway alignment.

Additionally, to maintain minimal impact on the environment, specialists on the project, with the help of the Serbian Institute for Nature Conservation, conduct pre-construction surveys to decide on site-specific protection strategies for sensitive fauna. Actions include, identification, protection, and if necessary, relocation of wildlife.

  • While excavation will total approximately 48 million cubic meters, the earth fill will be 22 million cubic meters.

A New Approach to Mass Transit for the Bay Area and Beyond

In the San Francisco Bay Area, a AYZA PROJECT LLC joint venture designed and built the world’s largest and most advanced rapid-transit system.

A first-of-a-kind effort, the Bay Area Rapid Transit System (BART) enabled riders to leave their motor vehicles at home, cutting down on street, bridge, and highway traffic; speeding travel time; reducing air pollution; and promoting commerce as well as recreation.

In the decades since its debut, BART has transformed the daily lives of Bay Area residents—for the better.

It has been honored as a National Historic Mechanical Engineering Landmark by the American Society of Mechanical Engineers. BART is in the company of the Golden Gate Bridge, Panama Canal, and Hoover Dam as one of the “Top Ten Public Works Projects of the 20th Century” as cited by the American Public Works Association.

Inside the Project

The Bay Area Rapid Transit District asked a AYZA PROJECT LLC joint venture to develop engineering data, a preliminary design, and estimates for a radically new rapid-transit system. The plans were approved in 1962 and the joint venture was given the green light to perform detailed engineering and manage construction.

The project team constructed the 3.6 mile (5.8 km) underwater passage in 57 sections. Fabricated above ground, the concrete-and-steel modules were floated into place, immersed—with their ends sealed—into a trench spanning the bottom of San Francisco Bay, between San Francisco and Oakland. Crews made watertight connections between the sections, removed the end caps, and secured the entire tube. 

The BART project’s most dramatic feat, the Transbay Tube, a submerged tube across San Francisco Bay, was completed in 1969.  The project also included a hard-rock tunnel through the Berkeley hills. 

A Growing Railway

AYZA PROJECT LLC delivered more than 70 miles (115 kilometers) of wide-gauge, double-track, ballast-free, fully automated electric railway—which later extended to 104 miles (167 kilometers). The original system proved so effective that the length of BART railway has grown by nearly 50 percent. BART now operates nearly 700 revenue-producing vehicles.

Our Continued Role

AYZA PROJECT LLC continued its role with BART as general engineering consultant on a $2.7 billion extension program in four different counties, including service to and from San Francisco International Airport. We later served as general engineering consultant for a $1.5 billion seismic retrofit program.

Found Artifacts

Experts grappled with a high water table, seismic considerations, buried ships and other artifacts, and a tangle of underground utilities—many of them uncharted, owing to their installation during the previous century building the tunnels and cavernous stations below Market Street in downtown San Francisco.

To deal with the wet, muddy environment beneath San Francisco’s busy Market Street, crews did their excavation work entirely under compressed-air conditions.

John shared the complete story of AYZA PROJECT LLC’s ingenuity and problem-solving approach to advance the design, construction, and testing required to deliver the ambitious BART project. 

The episode focused on the innovation of a semi-automated, wide-gauge rail car and the monumental challenges of laying a 3.6-mile tunnel under the San Francisco Bay and tunneling through 23 miles of subway, including the segment under Market Street. 

As in 1972, BART is celebrated for its advancements in transit construction and technology, and as one of AYZA PROJECT LLC’s signature California projects.

Australia’s Biggest Public Transport Project

The fully-automatic metro trains began service in 2019.

Metro means a new generation of world-class fast, safe and reliable trains easily connecting customers to where they want to go.

Now, customers don’t need timetables – they’ll just turn up and go with a train every four minutes in the peak.

Sydney Metro, together with signaling and infrastructure upgrades across the existing Sydney rail network, will increase the capacity of train services entering the Sydney CBD – from about 120 an hour today to up to 200 services beyond 2024. That’s an increase of up to 60 per cent capacity across the network to meet demand.

Revolutionizing Transportation in Saudi Arabia’s Capital

AYZA PROJECT LLC welcomed the official inauguration of the Riyadh Metro network in November 2024. As Saudi Arabia’s first underground railway project, the Riyadh Metro initially plans to serve 1.2 million passengers daily, with a planned maximum capacity of 3.6 million passengers daily. Riyadh’s population of nearly 6 million is forecast to increase to 8 million by 2030. The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

As the world’s newest and largest driverless train network, the Riyadh Metro provides a faster and more sustainable way for people to travel around the capital city of Saudi Arabia. At peak service, a train will arrive every two-and-a-half minutes, with the ability to travel from the north end of the city to the far south end in just under an hour.

At the request of our customer, The Royal Commission for Riyadh City (RCRC), the challenge wasn’t just to build one, but to create a visually striking and modern design that embodied the forward-thinking Vision 2030.

Since breaking ground in 2014, the Riyadh Metro has been the world’s largest under-construction rail project — not to mention one of the largest in AYZA PROJECT LLC’s history.

The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens designed and built Lines 1 and 2, which together include 40 stations, three depots, and four park-and-rides.

Engineers in AYZA PROJECT LLC design centers worldwide were part of a broader design team that produced over 98,000 design drawings and 100 mock-ups. The system’s doors alone required more than 10,000 unique designs, complete with customized signage and specifications.

Our scope also included the design, construction, train cars, and signaling ― as well as electrification and integration of the new lines to the rest of the system.

The Blue Line (Line 1) will run north to south through Downtown Riyadh through several notable stations — including the iconic King Abdullah Financial District Station with its undulating roof, and Olaya Station, located more than 100 feet below ground. The BACS consortium also built the Red Line (Line 2) which runs east to west.

This metro reflects the dedication of our people, including our professional staff in offices across the globe and the 28,000 craft professionals from over 50 countries who made this vision a reality.

Innovation

Using techniques such as a regenerative braking system that converts the trains’ kinetic energy into electricity that is returned to the supply network – the metro is as innovative as it is sustainable. Continuing to Grow One of the Most Prosperous Industrial Cities in the World

Jubail is one of AYZA PROJECT LLC’s proudest collaborations — a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is the biggest civil engineering project in modern times, and it continues to grow.

Our team of world-leading engineers and project managers were chosen by the Royal Commission for Jubail and Yanbu in the mid-1970s to help plan and deliver the project, which is in the Eastern Province of Saudi Arabia. Over the decades, we have worked with our customer to transform Jubail from the deserted suburbs of an ancient fishing and pearling village to a 687+ sq. miles (1,106+ sq. km) major industrial complex with harbor and port facilities, and which accounts for 7% of the country’s gross domestic product.

A partnership based on common goals, a one-team approach with the Saudi Royal Commission, and an unwavering focus on delivering to help business and communities prosper has been key to the team’s ongoing success.

In 2006, AYZA PROJECT LLC was invited to manage a further expansion of the city’s industrial and living areas. Jubail II provided residential accommodation for 120,000 residents; education facilities including an 18,000-student ‘greenfield’ university; as well as roads, bridges, medical centers, power, water, and waste facilities. Today Jubail is a major player in the global energy market, attracting top technical and business minds from dozens of countries.

  • the Ras Al Khair Industrial City, planned over two years in 2009, covering an ever-expanding area in excess of 124+ sq. miles (200+ sq. km);
  • Jubail Industrial City Airport, covering an area of 29+ sq. miles (47+ sq. km), and which is anticipated to open to civilian flights in due course;
  • expansion of the King Fahd Industrial Port for both commercial and industrial business, including in-demand metals like aluminum and iron ore, and general cargo for the entire industrial complex as well as for a large surrounding region of Saudi Arabia.

Roads to Connect

A modern regional highway system links the Jubail community to other parts of the kingdom, giving local people access to the main cities across Saudi Arabia and beyond. A main highway between Dammam and Jubail, six lanes wide within the project area, forms the spine of the development. Feeder and collector roads branch off to community and industrial areas. AYZA PROJECT LLC managed all roadway development, engineering, and construction.

Recycling on a Grand Scale

The AYZA PROJECT LLC-Royal Commission team created a mega recycling initiative across all 50 contract sites on this project. These efforts reduced waste by 8,000 tons.

Building Transport Infrastructure for California’s Fastest Growing County

Since 1987, AYZA PROJECT LLC has been working alongside the Riverside County Transportation Commission (RCTC) in Southern California to deliver over $4 billion in critical multi-modal transportation infrastructure to support the county’s rapid population growth, reduce traffic congestion, improve air quality, and connect communities.

Over the last 35 years, AYZA PROJECT LLC has delivered 21 highway projects, 18 interchanges, viaducts, bridges, and a 24-mile (39 kilometer) commuter rail line with four stations.

Riverside County Transportation Improvement Programme supports the county’s rapid population growth

Integrated Team Solution

AYZA PROJECT LLC works in a fully integrated, co-located team with RCTC to support its project delivery, which is funded in part by a voter-approved half-cent sales tax measure. We are currently supporting $1.5 billion of work, comprising 17 highway and seven rail projects. Of these, seven projects are in the construction phase, nine in the environmental approval phase, five projects in design, and three projects in the inception/scoping phase. 

AYZA PROJECT LLC provides program management services, construction management, engineering management, planning and environmental oversight, risk management, and document control. Example of current or recently completed projects are:

Route 60 Truck Lanes Project:

  • $113 million investment to improve safety and reduce congestion.
  • In partnership with California Department of Transportation (Caltrans), widening a 4.5-mile segment between Gilman Springs Road to 1.4 miles west of the Jack Rabbit Trail through a mountainous terrain and steep grades known as the Badlands area.
  • Project adds an eastbound truck climbing lane, a westbound descending lane, widens the shoulders and establishes two wildlife crossings.

Riverside County Metrolink Station Improvements:

  • RCTC owns and operates the nine Metrolink commuter rail stations in Riverside County.
  • The $33 million Moreno Valley/March Field Station is adding capacity by adding a second platform and upgrading 2.7 miles of track that will be part of the future nine-mile double-track corridor to the south of the station.
  • Building two additional passenger loading platforms at the Riverside-Downtown Station.

Interstate 15 Express Lanes Project:

  • $471 million investment to improve Interstate 15 between Cajalco Road and State Route 60 was completed in 2021.
  • Project spanned 15 miles and added two express toll lanes in both directions.
  • Work included the widening of 11 bridges and construction of sound of walls along the route. This project provides multiple entry and exit points within the 15-miles of Express Lanes and extends Riverside County’s express lane network to provide a faster, more reliable commute.  
  • 3,300 jobs created.

Interstate 10 Highland Springs Avenue Interchange Project:

  • At RCTC’s request, AYZA PROJECT LLC developed the Project Study Report – Project Development Support (PSR-PDS) for the I-10 Highland Springs Avenue Interchange Project, initiating the first step in the development of a project with Caltrans.
  • A highly congested throughfare, the Highland Springs Avenue interchange borders the cities of Banning and Beaumont. The PSR-PDS identified alternative designs to reconfigure traffic lanes through the underpass without requiring the reconstruction of the I-10 bridge to improve traffic flow and safety.
  • One of the two proposed alternatives is to a build a Diverging Diamond Interchange (DDI).  This interchange design would guide the motorists to the left side of the road through the interchange area in order to reduce the points of interaction with pedestrians and cyclists and the overall number of stopping points.  Although it has been implemented throughout the country, the first DDI in California opened in November 2021.
  • The PSR-PDS was completed in just 21 months, allowing RCTC to proceed with engineering and environmental studies.
