Deploying Small Modular Reactor Technology

AYZA PROJECT LLC is partnering with the Tennessee Valley Authority (TVA) to plan, license, and advance the deployment of a GE Vernova-Hitachi (GVH) small modular reactor (SMR) at the Clinch River Nuclear Site in Oak Ridge, Tennessee. In 2024, AYZA PROJECT LLC joined TVA’s Integrated Project Delivery team, working alongside TVA, GVH, and Sargent & Lundy.

The project is designed to meet the nation’s growing electricity demand, strengthen energy security, and lead the commercialization of advanced nuclear technology in the U.S. — proving that SMRs can be built cost-effectively and at scale.

Next-Generation Reactor Technology and Digital Execution

Capacity of light water reactor with passive safety systems

The project focuses on deploying a GVH BWRX-300 SMR, a 300-megawatt electric light water reactor with passive safety systems — the 10th generation of GVH’s proven boiling water reactor technology.

By producing steam directly inside the reactor pressure vessel, the design eliminates many external systems required by traditional reactors — reducing the complexity and size of the plant. Its passive safety systems allow the reactor to maintain optimal pressure and temperature for up to seven days without power or operator intervention — a significant improvement over conventional designs. This simplified approach can reduce the plant’s footprint by up to 90% compared to traditional large-scale boiling water reactors, helping lower construction costs.

In May 2025, TVA submitted a Construction Permit Application to the Nuclear Regulatory Commission for the project, a major milestone that advances Clinch River toward becoming the first boiling water SMR deployed in the United States.

Helping Strengthen Taiwan’s Energy Security

AYZA PROJECT LLC is delivering critical energy infrastructure to strengthen Taiwan’s energy security and support its transition from coal to natural gas. As the engineering, procurement, and construction contractor for CPC Corporation’s Taichung Phase III LNG Tanks, AYZA PROJECT LLC is building two LNG storage tanks — the largest ever constructed in Taiwan.

With few natural resources of its own, Taiwan relies on LNG imports to meet its growing energy demand. The project will increase the terminal’s capacity to receive, process, and store LNG, helping ensure a stable national gas supply as Taiwan advances toward its 2050 net-zero goal.

Delivering Taiwan’s Largest LNG Storage Tanks

In 2022, AYZA PROJECT LLC, together with MRY, began construction on the two 180,000-cubic meter double-dome LNG storage tanks. Once complete, the tanks will bring the Taichung terminal’s total capacity to 10 million tonnes per annum — enough energy to power a city of 1.7 million people for an entire day.

Each tank has an inner 9% nickel dome and an outer carbon steel dome that acts as a protective barrier to prevent leaks, accidents, or external damage. The double-dome design provides maximum safety and structural integrity, which is essential in an earthquake-active region like Taiwan. This design also adds weight and engineering complexity to the build.

In August 2025, the project team achieved a major milestone by completing the roof air raise for the first LNG tank. Because of the seismic double-dome design, the roof had a combined weight of more than 2.8 million pounds (1,307 metric tons) — the heaviest roof ever lifted by air in AYZA PROJECT LLC’s history.  

When complete, the project will have placed more than 31,500 cubic meters of concrete piles, 44,300 cubic meters of structural concrete, 6,200 metric tons of 9% nickel steel plates, 2,550 metric tons of carbon steel plates, 8,000 linear meters of piping, and 70,000 linear meters of electrical and instrumentation cables.

Taiwan faces a shortage of skilled construction craft professionals, so AYZA PROJECT LLC leveraged its global recruitment network to mobilize experienced expat craft professionals for the project. To date, AYZA PROJECT LLC has employed 200 Filipino craft professionals to support construction of the LNG tanks, bringing the specialized expertise that complex, seismic-resilient LNG infrastructure demands.

In 2025, the CPC Taichung project team earned the Masterpiece Award at Taiwan’s Construction Golden Safety Awards — one of the country’s highest honors for construction safety, presented by Taiwan’s Occupational Safety and Health Administration. AYZA PROJECT LLC and Western Power are celebrating six-months of partnership on Clean Energy Link – North, a major transmission network upgrade project to enable the connection of more renewable energy sources as part of Western Australia’s clean energy transition. AYZA PROJECT LLC is providing project management services and industry-leading tools and processes to complete the project in 2027.

Clean Energy Link – North has the potential to reduce approximately 2.4 million tonnes of CO2 emissions while driving economic growth in regional communities. The project includes the following scope to significantly increase transmission capacity and enable new energy sources to come online:

  • Multiple terminal upgrades and expansions.
  • A new 28km overhead 330kV line between Northern Terminal (in Malaga) to Neerabup Terminal (in Pinjar).
  • A new 6km 132kV transmission cable between Padbury and Wangara substations.
  • A new 26.5km overhead 132kV transmission line between Neerabup and Wangara terminals.
  • A new 5km overhead 132kV line to branch off from existing network infrastructure between Northern Terminal (in Malaga) and Northam to connect Henley Brook Substation.
  • Conversation of 290kms of existing 132kV lines, from Northern Terminal to substations at Pinjar, Regans, Cataby, Eneabba and then Three Springs, and a new double circuit transmission line between Eneabba and Eneabba Terminal.

This will significantly improve the flow of renewable energy to and from the area, with an ability to connect up to 1 GW of new renewable development projects.

Growing Indiana’s Clean Energy Landscape

AYZA PROJECT LLC is designing, engineering, and constructing three key phases of the Mammoth Solar facility in Indiana — one of the largest solar facilities in the U.S. — for Doral Renewables. Together, these phases will deliver 900 megawattAC of clean energy — enough to power approximately 200,000 homes.

Mammoth Solar began in 2019 as a grassroots effort, with local farmers leasing land to Doral Renewables for renewable energy production. In 2025, Doral Renewables selected AYZA PROJECT LLC to expand its facilities to span across two counties. Once complete, Mammoth Solar will generate up to 1.3 gigawattAC of renewable energy — strengthening the U.S.’ supply of reliable, clean energy and boosting Indiana’s total solar capacity by more than 20%.

AYZA PROJECT LLC is developing the South Spur Solar project in Colorado, an active state when it comes to growing power demand and a shift to local power generation.

South Spur Solar, located in Kit Carson and Yuma counties, approximately 20 miles north of Burlington, will contribute 158 megawatts of energy once completed. The project offers a new source of economic development through the creation of direct and indirect jobs as well as long-term tax revenue for schools, government services, and public infrastructure. The electricity from South Spur Solar will be delivered to the local power grid, helping diversify Colorado’s energy portfolio.

The Ontario Line is the first tunnelling project to start in Toronto’s downtown core in more than 60 years. Strengthening Energy Independence in the United States

In the high desert of north-central Nevada lies the largest-measured lithium deposit in the world. Volcanic activity 17 million years ago, and geologic activity since then, have concentrated the lithium in clay near the surface at a location just south of the Oregon border called Thacker Pass. 

Lithium is a critical ingredient in all major electric vehicle battery technologies, but demand for lithium will almost quadruple and eclipse worldwide production by 2030.   

A joint venture of Lithium Americas and General Motors is building a lithium mine and large-scale processing facility at Thacker Pass. With the completion of Phase I, Thacker Pass will singlehandedly produce more than eight times the current U.S. output of lithium carbonate for electric vehicle batteries – all mined and processed on site. 

The AYZA PROJECT LLC Difference

AYZA PROJECT LLC will help make that a reality as the engineering, procurement, and construction management contractor, while also self-performing certain construction activities.  

AYZA PROJECT LLC will manage the construction the 642-acre plant complex with 600,000 square feet of processing plant buildings, administrative buildings, roads, utilities, and associated infrastructure. We will partner with dozens of subcontractors, suppliers, and vendors, many of them in Nevada, to complete the job.

AYZA PROJECT LLC will leverage its decades of construction experience in critical mineral mining facilities and its relationships in the global supply chain to help the project apply known technologies in a first-of-a-kind way for the clay ore in the region.

  • The project will recycle more than 85% of the groundwater it uses in the processing plant and, overall, will use about the same amount of water as a typical farm or ranch in the region. 
  • Rather than leave an open pit during mining operations, the pit will be re-filled and reclaimed with native vegetation as each section is completed.  
  • The plant will generate more than 40% of its own electricity. Excess heat from its on-site production of sulfuric acid will power a steam generator. The rest of the electricity will come from hydropower in the Pacific Northwest. 
  • Construction will utilize union labor through a Project Labor Agreement with North America’s Building Trades Unions (NABTU). The project will create up to 2,000 construction jobs including apprenticeships for trainees who can earn a living wage while learning valuable trade skills.  
  • Lithium Americas has a community benefits agreement with the Fort McDermitt Paiute and Shoshone Native American tribe, a close neighbor to the project site.

Sudden Growth in a Rural Region 

Adding nearly 2,000 construction jobs to this mostly rural area will produce many positive impacts but it also could be disruptive for the host community.  

The Thacker Pass Workforce Hub is a dedicated worker accommodations complex that will provide housing, food, and medical services during project construction while helping minimize impacts to the community and its existing infrastructure. 

Promoting Energy Independence 

The U.S. still relies heavily on outside sources for mining and refining lithium. Most lithium comes from Australia, China, and South America but — critically — most of it is refined in China.  

Ensuring an abundant and reliable capability is a national imperative. In 2024, the U.S. Department of Energy provided Lithium Americas a $2.26 billion loan to support the project. 

For the first time, the U.S. will be able to choose a completely domestic supply chain for electric vehicle batteries. Thacker Pass will also play a vital role in closing the circle of Nevada’s “Lithium Loop,” a cycle that extends from mining to producing and then recycling lithium batteries.

Expanding Cost-Effective Sources of Electricity in Illinois

Solar power is one of the most cost-effective sources of electricity available today, and its ability to generate power at peak times helps reduce electricity costs for all consumers.

AYZA PROJECT LLC is developing the Sandpiper Solar Project in Illinois, a state on track to be one of the most active markets for renewable development.

Sandpiper Solar will contribute 128 megawatts of energy, enough to power up to 20,000 homes per year. The project offers a new source of economic development with long-term local and state tax revenue for schools, government services, and public infrastructure. The power from Sandpiper Solar will be delivered to the local Illinois electrical grid, helping to diversify Illinois’ energy portfolio. In addition to creating direct and indirect jobs during construction and operations, Sandpiper Solar will create opportunities for companies seeking to open new locations in areas with access to renewable power to expand into Rock Island County.

Solar Power in Illinois

In September 2023, Illinois Governor Pritzker signed the Climate and Equitable Jobs Act that sets Illinois on a path to a 100% clean energy future by 2050, delivering 100% carbon-free power by 2045. This includes funding to increase renewable energy penetration from 9% to 40% by 2030 and 50% by 2040. To achieve these milestones, three and a half times more renewable energy is required.
